This session focuses on discussing the role of dual education and public-private partnership (PPP) in preparing qualified professionals for the hospitality and tourism industry. Experts from education, hospitality, and project management sectors will share their experiences and best practices in integrating business into the educational process.

Participants will explore collaboration models between educational institutions and industry, challenges in implementing dual education, and prospects for expanding PPP in vocational education. Special attention will be given to employer engagement, the development of practice-oriented programs, and the training of specialists who meet labor market demands.

  • Nodir Ergashev
    Head of the Prospective Projects Group in Vocational Education in the “Education Sector Projects Centre” Project Office

    Nodir Ergashev, a graduate of National University of Uzbekistan, Tashkent State University of Economics and Uzbekistan State World Languages University. He has further enriched his expertise through internships at Trakya University in Turkey, Tech University of Korea, and various VET institutions in China.

    Mr. Ergashev has extensive experience in the field of Vocational Education and has worked as a Head of the Department for Development of Dual Education of the Ministry of Higher and Secondary Specialized Education (Uzbekistan).

    Additionally, his active participation as an expert in numerous international projects has helped drive reforms in VET and Public-Private Partnership (PPP) systems, leading to the development of crucial regulatory legal acts in these areas.

  • Farangiz Abdullaeva
    Chairman of Association of Hoteliers of Uzbekistan

    Farangiz Abdullaeva holds a bachelor's degree (2001) and a master's degree (2003) from Tashkent State Economic University. She has extensive experience in the tourism and hospitality sector, with a career spanning over three decades.

    In 2016, she was appointed Director of the Center for Promotion of National Tourism Product under the State Committee for Tourism Development. She then led the Spanish Visa Application Center in 2017-2018.

    Since 2019, she has been the Chairman of the Association of Hoteliers of Uzbekistan, playing a key role in developing the hospitality sector in the country.

  • Mavlyuda Fazilova
    Head of Talent and Education Management, Saheed Zarafshan Hotel

    Mavlyuda Fazilova graduated from the Leningrad Technical College in 1982 with a specialization in sculpture restoration and later earned a degree in architecture from the Samarkand State Institute of Architecture and Construction in 1988. She began her professional career at the City Komsomol Committee of Bukhara as Head of the Accounting and Finance Sector. In 1996, she joined the "Aria Project" design institute as a structural engineer. Since 2019, she has been working as the HR Manager at SAHID ZARAFSHON Hotel in Bukhara, overseeing personnel management, recruitment, and corporate culture development.

  • Nargizaxon Bakirova
    Director of Tashkent Technikum of Tourism and Hotel Management

    Nargizaxon Bakirova has extensive experience in vocational education and training within the tourism and hospitality sector in Uzbekistan. From 1998 to 2000, they worked as a technical staff member at Andijan Institute of Engineering and Economics. Later, they served as a dispatcher at Tashkent Aviation Institute (2005-2007) before transitioning into tourism education.

    Between 2007 and 2013, they worked as a production training master at Tashkent Tourism Vocational College, later advancing to senior production training master at Tashkent College of Tourism and Service (2013-2022). In 2022, they became Deputy Director for Production at the same institution.

    Since 2023, they have been serving as the Director of Tashkent Technikum of Tourism and Hotel Management, contributing to the development of skilled professionals in the industry.

With a strong interest in tourism and having to choose a Eurasian-related subject for her Master's thesis, Emma decided to work on the following topic: Assessing skill gaps and training strategies in Uzbekistan's tourism industry.
