Dr. Utkirjon Alijonov holds a PhD in Economic Sciences. With over two decades of experience in vocational education policy and administration, he has held multiple leadership positions within the Ministry of Higher and Secondary Special Education of Uzbekistan, overseeing vocational training reforms, curriculum development, and the integration of modern pedagogical technologies. He played a key role in developing national education standards and labor market-oriented training programs. His research focuses on labor market development, workforce training, and educational governance, with several publications in international journals. He has also participated in numerous international training programs, including professional development programs in Germany and Switzerland and has represented Uzbekistan in global education conferences. Currently, as Head of the Department of Vocational Education System Development, he is responsible for shaping Uzbekistan’s vocational education policies, ensuring alignment with international standards, and fostering innovation in education and workforce training.
Anvar Allabergenov, a graduate of Marmara University in Turkey and completed an internship at the International Tourism Institute in Japan. He has extensive experience in the field of Tourism and Education Sectors, as well as in National Qualifications System. For several years, he has served as the head of a Department at the Ministry of Higher Education, Science and Innovation and the Tourism Committee. He has contributed to the development of legislation in the fields of tourism and vocational education. In the same time, Mr. Allabergenov is also the Director of the Institute for the Development of the National Qualifications System.
He is PhD in Economics. Previously worked in the Cabinet of Ministers of the Republic of Uzbekistan and the State Committee for State Property Management. Main areas of research – management, corporate governance, issues of assessing competencies, training, retraining and advanced training of civil servants. Has a qualification certificate of a corporate manager and is a member of supervisory boards in large banks and enterprises. In different years, he headed scientific and practical projects, including in the field of professional education.
Since 2020, he has held positions as a Chief Specialist, Head of Department, and Head of Division in the Tourism Committee (formerly the State Committee for Tourism Development, Ministry of Tourism and Sports, Ministry of Tourism and Cultural Heritage, and Ministry of Culture and Tourism). As Head of the Tourism Education Development Unit in the Tourism Committee from 2023, he contributed to the adoption of three Presidential Decrees and one Cabinet Resolution aimed at improving the tourism workforce training system. He played a key role in introducing scholarships for students in professional tourism education institutions and monthly bonuses for their leaders and teachers. Tourism education programs were revised based on standards from TOP-100 QS-ranked universities, and a dual education system using a block-module approach was implemented. Additionally, he organized professional development programs for nearly 3,000 hotel and restaurant employees across the country.
Simone Strasburger joined Helvetas on June 1, 2024, as the Team Leader for the Support to VET Reforms Project in Uzbekistan. Before joining Helvetas, Simone was the Section Head of the Industrial Relations Section at the German Jordanian University in Amman. In this capacity, she was responsible for the coordination and implementation of dual studies programs at the university, fostering strong links between academia and industry to enhance practical learning opportunities for students. This program involved the Jordanian private sector in the education of young people for the first time. Simone's career spans various roles in Germany and the Middle East, where she has gained extensive experience in the fields of dual education, vocational guidance, and municipal education coordination. Her diverse expertise includes working with educational institutions, government bodies, and industry partners to develop and implement effective educational strategies. Simone is a dedicated advocate of dual education, supporting youth in gaining the skills and knowledge needed for successful careers.
